Yes, but what I am saying is, Let's say (in this example) the Mod is Called "Lunar Names", it would go through a scan that detects malware or security breeches, or other vicious software, next it would verify that it is a Modification for use with SMF, finally it would send the modification request to staff, the staff would then ok it, and (optional) pm approved modification on the SMFNEW support forum to the member, (has to be registered at the support forum to get free modifications installed). Finally he could go into a new directory that will be made in the Admin CP that is called "Modification Library"(NOTE: ALL modifications must be ok'd by the majority or higher class of staff). Now he can browse through his Mods, adding and removing from his forum at his own free will. TO PERMANENTLY DELETE A MODIFICATION FROM THE FORUM, MESSAGE MUST BE SENT AND OK'D BY A MAJORITY OF STAFF MEMBERS OR HIGHER CLASS STAFF MEMBERS.

True, but there should be a system that allows you to upload a modification directly to your forum, like in myBB.

I was wondering why In my Forums when I go to posts and the admin color is set to red, it doesn't show up red in recent posts or on my name in a post, It also doesn't show on my portal where my user information is, can someone help me fix this?
