First go to;
Admin> Members> Member-groups> Add Group.


After added, edit the group permissions;
Admin> Members> Permissions> Modify.

When you're in the admin panel, modify the group that you want to be similar to admin.


Admin> Members> Permissions> (Select the group)> Edit everything that you want the group
to have the ability to do.


As a example I captured a image. http://prntscr.com/4l8fv2


Just check everything, and that particular group should have similar admin
powers.


Also, you could do this;
http://prntscr.com/4l8itg
That gives it similar admin powers.

If you can't see the image, then in;
Admin> Members> Permissions> (Check the box of your group)>
(Select Advanced Options under the group list)> then (Select a pre-defined profile)

Select Maintenance.
