How can I make another Adminstrator group on my forums?

Go to your Membergroups page and click add membergroup. Then name the group whatever you wish.

Click Permissions > then click the group you made > then check all of the boxes, so they can do everything. Then, you have a Admin!

Just be aware that if you lose a forum it is your fault

Just a quick note: you can restrict them from editing the database, and stuff. That's what I do with my Staff Mods on my forums. They have access to everything, but database edits, and permission management.
