Hi i have alot expiriences in forums.
To make your forum active you dont need just to make an ads in some sites and then it will be a good forum.All you need is some good ideas.
You need to give the memers a reson to come to your site and be active like some competition... And the one who win get free stuff...This is how you make your members visite you forum.
in an old site of mine i made it and it work for me all you need is to give your members a reson tobe active...
I am making a enw forum in SMFNEW and its a music forum i am working on it..
I 've seen that some music forum make some adv some paypal stuff like VDJ and camtasia 6...cz alot of members want this stuff,i get those stuff and i will give them to the first one who make like 300 posts...
I think its a good idea :P

Find users by going exemple I have a forum about warcaft 3 and i go to garena(Warcraft 3 Community where you can play warcraft 3 against other players)and posted some comments in chat like "Join http://www.wc3s.smfnew.com/ win VIP membership..."That should you do too.Make a contest like best poster of the day or something like that to lure more members they will think they are special if you give them a cool rank icon like Crow or Sword or something like that.
