Here is a basic script of how your staff should look:

Head Moderator - Can IP ban and Perminently ban, also can do anything with topics (E.G move, remove, lock, etc...) Can access the admin cPanel for
ONLY creating categories and boards
Super Moderators - Same thing as head moderator without the admin cPanel
Jr Moderators - Same thing as super moderators without the IP banning
Sectional Moderator - This is complicating, each moderator gets 1 section of the forums to moderate. For example, 1 sectional moderator can be moderating the 'general' board, and another may be moderating the 'GFX section' board. You should NOT make a user group for this, because you can choose who you want to moderate a board when creating that board.
Choosing your moderators/adminsI suggest you choose someone who is MATURE. I was an administrator on a vBulletin forum once, but I requested a demote because the owner was fairly immature. This goes for the owner, too. Don't be like someone I know who made a thread called "boobies" and stickied it just because he was owner and he thinks no one will care. He got flamed and many people left the site... So remember to pick people who are mature.
Don't say "first one to join gets [insert position here]!!!" Because you may be threatening your forums. I am doing it because I am desperate but it's really stupid of me. Lol. Here is the amount of posts a user should have to get the following usergroup:
- Admin - atleast 200 posts
- Head mod - Atleast 150 posts
- Super Moderators - 100 posts
- Jr moderators - 75 posts
- Sectional Moderators - 50 posts (remember to choose the section he/she is posting most in)
Other informationSectional Moderators can be different than 5, depending on what you are basing the moderators on (for example, boards, categories, etc...) What I mean by this is if you are basing your moderators on categories, and you have 5 categories, then have 5 sectional moderators. This works for boards, as well. And I might add, do not be afraid to give 2 moderators the same board to moderate, or leave some boards open with no sectional moderators. I think sectional moderators is a great way to moderate your forums because each moderator is pitching in.
Remember, immaturity = FAIL
As for super moderators and the admin cPanel, it would also be a good idea to let them modify the usergroups.
